The Maryland State Teachers Association supports SB 109, which will phase in funding of the geographic cost of education index (GCEI) component of the Thornton funding formula, beginning in 2009 and reaching full funding by 2011.
The Commission on Education Finance, Equity, and Excellence, commonly known as the Thornton Commission, discussed in great detail many factors that contribute toward determining the adequacy of education funding. The Commission did in fact include, in its final report of recommendations, a funding formula for achieving adequacy, which included a geographic cost of education component to compensate for regional differences in the cost of education due to factors outside the control of local jurisdictions.
MSTA anticipated GCEI would be included in the FY 2008 budget; however, we are supportive of SB 109 because it will ensure GCEI funds, beginning next year. GCEI funds will help to reduce class sizes, recruit and retain highly qualified teachers, and continue making progress in meeting the underfunded mandates of the No Child Left Behind Act. MSTA believes adequate funding for education is not an expenditure, but an investment in our families, communities and the state.
